It’s a drop — there’s a UN convoy and a radio tower to the north. Just keep farming that area. I got mine from one of the AI in the convoy.

So it looks like they updated it. You now pickup the file on the Bar in the strip club.
But it's worth farming for the key as a lot of good loot is in that room.

I found the key North of Fanny Paradise, near the radio tower/UNRLA Convoy on the road if this helps.
