The towns around the area also have them. I got mine from the ambushed UNLRA Convoy up the north road.
Yeah, I've been farming that area, and the radio tower, and the town that burnt down. I'm going to give it another go here in a little bit.

Found one today, the strip club is my new loot spot
I wonder if the drop rate has changed since the update because you had to get the key the first time to get in the office and complete the quest and then after the update I’ve been out here every single day and have yet seen the key drop. I farm Ban Khamphet, UN Convoy, the radio tower up the hill, Up-and-down the street by the strip club.. I just have not seen it drop..
